A place can be rich in institutions and still need a serious operating plan.

Neighborhoods, public-safety systems, hospitals, schools, UCLA, Century City, the VA and federal corridor, business districts, transportation, utilities, parks, libraries, and cultural places all shape daily life here.

A future city would not simply acquire them. Geography, ownership, governing authority, funding, operation, service responsibility, emergency command, and partnership are different facts. The view below keeps those facts apart and names what remains unknown.

UCLA: a regional anchor under UC governance

UCLA brings education, medicine, research, culture, employment, public programs, travel demand, housing pressures, and a major campus environment to the Westside. It remains part of the University of California and is not a city department or proposed municipal asset.

Century City: a major center with demanding city needs

Century City is a major Westside business and employment center with offices, homes, hospitality, retail, public space, heavy travel demand, and high-rise safety and service needs. Many public and private owners and authorities are involved.

Veterans health · federal offices and land · cemetery

The VA and federal corridor: coordination without municipal ownership

The West Los Angeles VA Medical Center at 11301 Wilshire provides federal veterans health care. The Los Angeles National Cemetery at 950 South Sepulveda remains federal. The West Los Angeles Federal Building at 11000 Wilshire appears here only as a place that needs research; current use and tenancy remain open because the prior GSA property page is unavailable.

No municipal ownership is proposed for federal land or facilities. A future city could study lawful coordination around medical care, mental health, veterans services and housing, emergency response, transportation, access, utilities, infrastructure, nearby land, and public information. Federal authority, funding, operations, security, and property remain federal.

Schools

A city is not a school district.

Forming a city does not automatically create a school district or transfer schools. LAUSD and other education authorities would keep their lawful governance unless a separate lawful process changed it.

A city could still coordinate safe routes, crossing and street work, parks, libraries, youth services, emergency planning, joint use, and neighborhood support. Each role, cost, agreement, and decision owner would need to be clear.

Police, fire, EMS, and 911

Reliable service comes before a department chart.

Possible arrangements include a temporary contract, a regional authority or contract, a future local department, or a mix supported by mutual aid. None is selected, promised, connected, or proven.

The real test is who responds, who commands, who is accountable, which law grants authority, what it costs, how workers and assets are treated, how records and dispatch work, and how service continues without interruption.

A regional question

LAX is not a settled boundary answer.

The proposal does not assume that LAX would be inside a new city.

Any answer must address airport land, ownership, revenue, obligations, security, police, fire, EMS, federal aviation authority, utilities, transportation, workers, contracts, mutual aid, and surrounding infrastructure. The illustrative map leaves that question open.
